21-day return deadline
Landlord must return your deposit and an itemized statement within 21 days of you vacating. After that, bad-faith rules apply.
CA Civil Code §1950.5(l)
Bad faith penalty
If a court finds bad faith, you may be awarded up to 2× the wrongfully withheld amount, plus actual damages.
SB 611 (2025)
Carpet cleaning now restricted
Landlords can no longer charge blanket carpet cleaning fees. Professional cleaning is only chargeable if genuinely necessary to restore move-in condition.

Maximum deposit (AB 12, 2024)
Unfurnished units: max 1× monthly rent. Small landlords (≤2 properties, ≤4 units): up to 2×. This law just changed — many landlords don't know yet.
CA Civil Code §1950.5(f)
Pre-move-out inspection right
You have the right to request an inspection 2 weeks before moving out. The landlord must give you a written list of deficiencies — before you leave.
AB 2801 (Apr 2025)
Landlord must photograph too
From July 2025, landlords must photograph the unit at the start of tenancy. For any claimed repair, photos are required before and after.
